Projet Montréal recommends nine measures to include in Bill 78

1.     LOWER CONSIDERABLY THE CAP TO AUTHORIZED ELECTORAL EXPENDITURES, REIMBURSABLE AT 50% ONLY TO PARTIES WHO REACH A CERTAIN PERCENTAGE OF VOTES At the Montreal municipal level, cap at $500,000 per party the global expenditures allowed for election campaigns.

2.     CAP AT THE LOWEST POSSIBLE LEVEL PARTY EXPENDITURES BETWEEN ELECTION CAMPAIGNS Restrict allowed annual expenditures to what is strictly necessary to the party's operations.

3.     CAP AT A VERY LOW LEVEL ALLOWED EXPENDITURES FOR PARTY LEADERSHIP CAMPAIGNS At the Montreal municipal level, cap at $25,000 per leadership candidate global expenditures allowed for party leadership campaigns.

4.     LOWER MAXIMUM CONTRIBUTIONS ALLOWED PER VOTER AND RENDER THESE CONTRIBUTIONS FULLY ELIGIBLE TO A 75% TAX CREDIT At the Montreal municipal level, put a cap of $300 per voter, fully eligible to a 75% tax credit.

5.     RESTRICT THE ENTRY FEE TO ANY FUNDING ACTIVITY Prohibit any funding activity for which the entry fee would exceed a very low cap, e.g. $100.

6.     REQUIRE NAMES OF ALL CONTRIBUTORS TO BE IMMEDIATELY MADE PUBLIC Require that the names of any contributor for an amount exceeding $100 be published on the party's website in the 48 hours following receipt of the contribution.

7.     ENTER IN A UNIFIED DATABASE THE NAMES OF ALL CONTRIBUTORS WITH CORRESPONDING AMOUNTS CONTRIBUTED TO ALL FEDERAL, PROVINCIAL AND MUNICIPAL PARTIES IN QUÉBEC OVER 10 YEARS Publish all contributions over $100; give public access to this database on the DGEQ's website.

8.     INCLUDE AT THE MUNICIPAL LEVEL THE PROVISION REGARDING THE PENAL LIABILITY OF POLITICAL PARTIES, PLANNED FOR THE PROVINCIAL LEVEL IN SECTION 566.1 OF THE BILL. As such, municipal parties and their leaders would be subject to sanctions in case of offenses.

9.     PROHIBIT ANONYMOUS CONTRIBUTIONS BUT ALLOW CASH CONTRIBUTIONS UP TO $25 In order to foster democratic life and to allow the creation of new parties, prohibit anonymous contributions but allow parties to accept cash contributions up to $25, collected in the course of public events.
